South Coast Water District: JRWSS Transmission Main Relocation
Laguna Niguel, California

Geocon performed material testing and inspection services for the JRWSS Crown Valley Parkway Transmission Main Relocation project. Approximately 2,400 linear feet of the Crown Valley Parkway water transmission pipeline is situated within an easement of a residential area in the City of Laguna Niguel. The project consists of relocating a section of the 36-inch diameter pipeline into a public street to provide better access for maintenance and repair. This relocation enhances operational efficiency, minimizes disruptions, and ensures a sustainable, reliable water delivery system, benefiting both residents and the broader community.

The project includes constructing a steel replacement pipe in Crown Valley Parkway from south of Hillhurst Drive to south of Paseo del Niguel and the existing 60-year-old pipe will be safely abandoned in place. Additionally, the existing corrosion protection system will be replaced with new facilities.

Geocon’s scope of work during construction included:

  • Conducting trench bottom observations and grading inspections.
  • Performing testing and observation during utility trench backfill operations.
  • Verifying subgrade preparation and base placement.
  • Monitoring asphalt concrete placement for compliance with specifications.
  • Performing non-destructive testing, including magnetic particle and dye penetrant testing.
  • Providing oversight and quality assurance during concrete construction activities.

South Coast Water District reached out to Geocon halfway through the project to explore alternative testing methods, relying on both our expertise and flexibility. This proactive approach reflects our commitment to delivering customized, high-quality solutions while maintaining open communication and trust throughout the process.
